Also, I'd like to watch programs from other countries with english subtitles, how can I do this?

Well you can always buy a TV tuner card (Like the ATI TV wonder or Hauppage WinTV card) and watch programs over the air, or cable... But in the latter case, you still need a cable service subscription and that doesn't give you foreign stations, just whatever your TV gets locally.

Here's an option that's just a software download and one-time fee, supposedly. Might be worth a look!
