Most PS's will not operate on someone so young but there are exceptions to EVERY rule.
Talk to your family doctor and ask to recommend a PS for you.

Unless the size of your breasts are causing you serious medical problems [like marked back pain, or scoliosis i.e. an abnormal curvature of your spine], no responsible doctor will do a breast reduction surgery at that age just because you "hate it". A 12 y/o student at my daughter's school did have a breast reduction surgery at that age. But her spine was already markedly bent, she had to sleep sitting up, and suffered chronic back pain. Besides the breast reduction, she had to undergo further surgery to correct the abnormal curvature of her spine. So consult a cosmetic surgeon regarding your situation; your case might merit the surgery.

Yes, you can. I have friends who have had to do it. Ask your PCP for a recommendation. If you only reasoning is brest feeding, your size right now won't be a problem, but they will get MUCH larger when your milk comes in.

It's very unlikely. Doctor's hesitate to do any cosmetic surgery on early adolescents because they are still developing. When you are 17 or 18, you'd be more likely to get it done. I'm sure insurance will help you out too.
