I have a socket 478 celeron d processor with a thermal take tiny fin p4 cooler on it but the fan on top of the heatsink blows onto the processor instead of taking the heat off. is this normal or what , another thing is that the cooler is rated for 2.4ghz but my processor is 2.53, do i need another cooler because of this or will this one do. if i need a need one should i make sure that it blows onto or off of the processor?

Practically all fans blow high volume of air towards the heatsink. The fins themselves would cause a restriction of airflow if the fan is sucking in, thus less volume of airflow.
Cooler is still fine. Get a bigger cooler once you overclock by >15%.

that is normal to dissipate the heat coming off the processor
