Why do a lot of people call any two wheel bike with a motor a moped??? I thought the definition of a moped was a two wheel bike with a motor that you had to peddle thus the name mo for motor and ped for peddle

You have the definition right and that was the idea at one time now the term moped gets slung on alot of different small 2 wheelers

No, they are not.
You have the concept correct. The word moped is a contraction of motor and pedal, thus the name for the cycle that had both. As the moped was still a pedal cycle, there were laws created to limit it's use, and to keep it in the class of motorized bicycle. As to what the name is used for now, that's anybody's guess. People don't care that words and names have meaning to begin with. To them it's just a lable, and therefor interchangeable. If you go for a ride in a friends vehicle they may call it a truck, even if it's just a minivan.

A scooter has a step through frame and floor boards like the picture kevin posted.
The ill-informed started calling scooters, mopeds - thinking with a 49cc engine and speed restricted, it must be a moped.
So it kind of stuck, especially outside of the US
Now the terminology migrated back to the states.
The only mopeds "without" pedals are the Honda Express & Gyro models.

Usually, a moped is a bike with a low powered engine. Sometimes they have pedals. Now some models have pretty big engines in them (250cc). Some have bigger.

Basically, it is all about what looks like a moped. If it looks like a scooter and it has a 45cc or bigger engine, then it is a moped. Or, if it has pedals, and a 45cc or bigger engine, then it is a moped.

it varies from state to state. Some say with pedals, some say that the wheels have to be larger than 16 inches in diameter.

MOSTLY though, its No more than 50cc`s,

AND NO MORE THAN 30MPH!

no there are some on four wheeliers to but not alot of them and there the cheap ones
