Magadan is at 59°33′N, 150°48′E, which is pretty close. I'm not sure if it's really a "city" -- more like a big town. Population was about 99,400 five years ago, and there are claims that it is near 120,000 now.

That point is on the north edge of the Sea of Okhotsk, and is about as much in the boonies as you can get. The closest city of any size is Khabarovsk, but it's a thousand miles to the south.
