two reasons, first the alternator can be weak, so if you notice the intensity changes with RPM and electrical load it could be the alternator. Secondly automotive bulbs loose their intensity with time, not too many people replace them unless they burn out, but it may be a good idea.

Daytime running lights are dimmer than regular night headlights--just enough to be seen during the day for safety. Regular headlights that are dim probably need a replacement or the grounding may be bad. Go to a dealer or a good shop--this can be a difficult fix

More likely than not, your alternator is crapping out. It could be a million other things that I simply can't diagnose over the www; but the alternator is the number one suspect. Take the old Ventura to a reputable mechanic or battery shop.

Are they on, or are the DRL (Daytime Running Lights) what you are assessing. The DRLs are dimmer than the ordinary lights on most vehicles to conserve bulb life.
Otherwise, the rest of the advice here is pretty good.

Probably from corroded connectors at the lights. Also a lot of the late model cars have plastic lenses over the lights which yellow with age and diminish the light output.

you are not turning them on all the way, so you are just seeing parking lights with DLR`s!
I solved this same problem for a semi retarded lady that didnt know how to turn her lights on all the way on her Cavalier!

Usually that is a sign that you need a battery/alternator. I would have them both checked.
