Sounds like what happens when you press the scroll wheel (the wheel between the mouse buttons). Any chance you pressed it by accident while dragging the scroll bar?

You have a very serious problem, I suggest that you send me the no-good comp and buy another one for yourself.

You see, it would take me about three minutes to solve the problem and then I could sell it and make a few bucks ;-)

Now for the serious stuff.
When you can scroll a page, you probably have depressed the mouse wheel which puts you in auto-scroll mode (you may not have noticed that the mouse pointer has changed to a circle with two arrows, one up, one down) to indicate the auto-scroll.

Depress the mouse wheell again and it toggles the auto-scroll, not in the scroll bar but on the page proper.

Having the scrolling feature active and scrolling in the scroll bar has odd results because it is too fast that way and returns to the top of the page when done.

PS: Also reset the mouse sensitivity in Control Panel, you may have it set to high.
;-)

Get a newer version of your Internet Explorer program and it should stop- or, if you just upgraded, switch back to your old version

try rollback driver of your mouse, or updating driver of your mouse.

settings, control panel, mouse, hardware, driver rollback, driver update.

Try that. Not sure if it will work but worth trying anyway.
