I was cleaning my mom's bathroom and found some in a sandwich bag. Why?

Leftover depression behavior. My Mom used to save up those little bits. She sewed a mitt of terrycloth, 3 sides sewn, the 4th had a drawstring closure. Put all her little bits and pieces in that. She could get several extra baths out of that before she had to open a new soap.

Some people like me are just cursed with a frugality gene. When the soap gets too small for the shower, I use it on the side of the sink. Once, after reading about it in a Dear Heloise column(some of you know who I'm referring to) I collected them, put them in a container and shook it up. This was supposed to make liquid hand soap but it didn't work very well. So now when they get really teeny tiny, I throw them away...with sadness and regret.
P.S. I'm a baby boomer; no one else in the family did it. It's a curse.

A person does not have to be a senior citizen to do this. Sometimes, I use a small sliver of soap for travelling (I put this in a sandwich baggie). I send tiny, leftover soap with my child during the summer -- swimming pool. I use tiny soap when I plant flowers outside. It's being resourceful.

RB has the right answer. Open a new bar, get it wet, get the old sliver of a bar wet then press them together as you finish bathing. Then let them dry for a few hours. The next time you use them they will be firmly welded together. You never waste any soap whatsoever.

Your mom is probably influenced by the hard times of the depression or post depression years when either she or her mother never threw anything away. Everyone had to conserve and use up every item because of the terrible economic times. It is a habit picked up and will probably be there all of her life. Best to throw them away as they are dangerous when standing in the shower or trying to get out of the tub.

*sigh* I'm afraid some of us were raised to be terminally
frugal.
I take my bits and pieces, gather them up, and put them in
the toe of an old pantyhose. Tie knots in it, so it can be hung
up, and leave a tail at each end. Use it to scrub my back.

Who knows.Maybe the mentality of those who have passed a war.My grandmother used to do it and insisted I do the same.After she died,no more multi-coloured soap balls!

They are good to use to scrub the ring around the collar out of shirts.

I get them wet and put them on the larger bar. They will melt together and I can use them all up.
