(3a)^2b^-3/b^-2

(3a)^2 = 3^2 a^2 = 9a^2

b^-3 = 1/b^3

1/b^-2 = b^2

9a^2b^2/b^3

9a^2/b

Numerator= 9a^2/b^3

Denominator= 1/b^2

Expression = 9a^2 b^2/b^3

= 9a^2/b
