This is one of the most self evident quotes in all of history - - - no specific situation just life itself, an adavnatage is an advantage and among the blind having partial sight is an advantage.

He was not referring to any particular situation; moreover, it is not clear if he in fact came up with the saying or simply uttered something very common in his native Holland.

The meaning of this maxim is that advantage is relative. If everyone is at a disadvantage, the person with the least disadvantage will have an advantage.

well if everyone was blind, then obviously the person who, even though he only had one eye, he could still see. therefore he was the best candidate to rule.

It's sort of a metaphor, in a world full of incompetent idiots (politics) the one person, who is still lame, but slightly better then the rest, is the default choice for a leader.
