Sounds like maggots, the larvae of flies.

This could be an infestation of the pantry bug. There are many types of them. They go through at least three stages. The larvae stage being the most destructive and the easiest to find. Find the product that they are living in. You will find either pancake mix or flour or dry cereal to be the culprit. They can easily be in sealed packages so don't be fooled. Usually taken home from the market. Get rid of all pantry foods that are in similar proximity. Clean surface with warm soapy water and spray with kitchen pesticide. Seal all future dry products well. Good luck. Good Housekeeping has some ideas on this.

From your description, it very much sounds like you have a silver fish problem. These are harmless little parasites that most homes have to a greater or lesser degree. They live in kitchen cupboards and feed mainly off or through food bags and containers that have been left unsecure.

They hate bleach so it's time to reach for the marigolds I'm afraid and get those cupboards cleared out and scrubbed down. Discard all bags of sugar, flour etc.

Good luck.
