If you're looking for the tapioca balls on the cheap without the sugar added, go to an asian food store like Richwell Market on 18th and Canal, or if you live up north to a Vietnamese store such as some located on Argyle (~5000 N). A Vietnamese store is much more likely to have a greater variety (small, large, "flour", etc) since they use it with more frequency in their regular diet.

Usually in the cooking supplies, with flour & rice.
Otherwise, try the Bulk Foods section.
