Halloween, though a wonderful day to celebrate, isn't a holiday, national or otherwise.
It's a traditional celebration.
Just as well to have school on Halloween, since many schools have Halloween activities that everyone can join in, if they want to.

It would be celebrating a religious holiday known as all hallows eve. Supposedly the dead arise and walk the earth on that night. That is why cemeteries and burial places figure in as places to stay away from. The next day is All Saints Day.
