No the water creates a force-field type boundary and the tears can't expel from the tear ducts. It's pretty risky really you can get an infection.

I find it extremely hard to cry on the surface, I think it'd be impossible to cry underwater.

i have, but when i cry a long time i have to gasp for breath to regain my composure. that resulted, of course, in a mouth full of water. by the time i had kicked to the surface, i broke through the top and everyone thought my red eyes were due to the high chlorine content.

yes.. its going to hurt your eyes though, its like drink under water.. you're going to drink too much. same goes for the eyes but its going to hurt instead
