build a homemade water cooler with a simple frame the size of a boxfan some wire mesh some hay or that stuff in the grill of a swamp box and pour some ice water on the stuuf turn on the fan and instant cool that what grandad did before AC here in TEXAS I feel for you it gets that hot here every summer

Buy two box fans and place them at opposite rooms of your apartment/house. Exhaust one so that it blows in and the other so it blows out. This will allow the air to pass out of your house and outdoors.
It is best if you do this first thing in the morning while the air temperatures are still cool. Once you have cooled the apartment down, button it up by closing all the curtains and turning off all the lights.
The apartment should stay cool until the early evening. As long as the outside is hotter than the inside, keep those windows closed! Do set your box fans on the floor and run them so they circulate the air in your home. Moving air drops internal temperatures by about 8 degree which means your apartment should feel like its between 72-74.
Remember to drink plenty of fluids and wear loose fitting clothes.

a) Put some "blue ice" in your freezer the day before, bring it into your room.
b) Solid state heat pump. Not recommended, they're way inefficient and of limited capacity. Still, I'd consider it if I had a bank of solar cells.
c) Evaporative cooler, a.k.a. swamp cooler.
I live in Los Angeles myself, and I don't do any of the above. Instead, I get out of the house between 10 a.m. and 8 p.m. I'm at my nice air conditioned office right now.

The only thing you can do is hopefully get a fan of some sort and have that blowing on you, and use a damp cloth to cool your skin down so the air that does caress it feels cooler. I live in AZ so I know what it's like to be in hot weather.

My grandfather said in Arizona his mother used to wet the curtains down so the breeze blowing through the windows would be cooler and they would put ice blocks in front of the fan. It's worth a try :) You can also keep your head wet which will keep you cooler.

Increase the flow of fresh air/ventilate--natural or forced. If sunlight falls directly on your room, top or sides, try a shade.

BUY A FAN! haha just go to your local super market and get one of those gianormous fans...put it in the hottest part of your house...and for working aroung the house...get one of those enexpensive travel fans!
