The definition of "Whole number" is not settled. Sometimes the term is used to indicate all integers. Sometimes the term is used to indicate all "counting" numbers, including zero. Sometimes the term is used to indicate all positive integers. You'll have to go by the definition that your book (or teacher) prefers.

Yes and No. Depends on who you talk to. I think most mathemeticians consider it a whole number.
