I'm 17, obviously an inexperienced rider. I have a Ninja 250, blue, very nice actually. Anyway, my transmission WILL kick in to first from neutral and back to neutral from first, but from first or neutral to second it wont shift. (alittle confusing I know) I was thinking I either need to bleed out the clutch fluid and replace it, or I have a problem. Being 17 i dont know much, so i would like to hear from experienced riders.

Alright, im not stupid. I know that you have to shift up to get into second, and my shift arm isnt hitting anything, otherwise i wouldnt be asking about this problem. im inexperienced, not retarded.

I am not sure if it applies to your bike or not, but from early 1980's for many years Kawasaki had a lock out which prevents shifting into higher gears unless the rear wheel is moving. So, stopped, you can do neutral to 1st, and 1st to neutral, but not to 2nd. With the rear wheel turning, can shift into 2nd, 3rd, etc. (Supposed to be a safety thing, I suppose.). This interlock was 3 steel balls which set in holes in the output shaft (halfway), and could go out into holes in the 1st gear when it turned (all the way). These balls sometimes get stuck, then only 1st and neutral. This usually requires opening the cases, and removing the transmission, then bang the shaft on a wood or lead block, to jar the balls loose, then throw them away, and reassemble the engine.

You're describing the symptoms of a worn, or bent shift fork.
That's the first part of the transmission that goes bad on all bikes.
Doing anything to the clutch will have no affect .
You should be able to shift through all the gears with the engine off (not running) by just rocking the bike forward and back.
If the shift shaft isn't hitting anything, preventing it from shifting, you're going to need transmission work.

The shift arm may be hitting the side case on the up shift.If so, bend it back out.If that is not it you will need to remove the clutch and check shift mechanism for loose or broken linkage.If that`snot it it is engine tear down time to repair a broken tranny.

you do know that to shift into 2nd gear is up right?!?!?!.....push the shifter down for first, then go up past nutral into 2nd, then up again into third and so on(Should be a 5 or 6 speed on thet bike
