i know this might sound a bit weird but you can clean the CD with toothpaste, the chemicals in the paste will get rid of the scratches just the same as they do on your teeth.

Give it a wipe down after with a cloth and warm water and then dry it with a soft cloth before using.

Normally this is caused by the handleing of your CD.
Either the CD is scratched, dirty, or your Optical drive is dirty, Sometimes running a laser lens cleaner will do it if it is the Optical Drive. As you say it won't access on any computer tells me it the CD.
It would be expensive to try and recover the data on the CD. If it is scratched there is a good chance you may still loose data.

Depends on the damage. Hold the cd up to a light. If there are any spots where light passes through then sorry you lost it.

However if it just scratches, there are numerous devices that will get rid of them. One device is "Disc Doctor" It is relatively cheap and has worked for me.

I also suggest that if you are able to recover it put the data on either a thumb drive or an external hard drive.

Option 3: Use a Home Remedy
Often used when all you will be out is a few bucks if it does not work.
Methods usually work temporarily but can make discs worse. Copy disk to drive and make a new disc ASAP.

Typical remedies: brass polish "Brasso" , Toothpaste, Car Wax, RAVE Hair Spray

"Brasso" works very well. To use this product on a disc, (or toothpaste), apply with a clean cloth (like an old tee shirt), rubbing from the hole outward toward the rim...NOT IN A CIRCULAR MOTION. Once you've rubbed in the Brasso all the way onto the disc, take another portion of the clean cloth and rubbing in the same manner, polish the disc so it's shiny again. Now try the disc.
