yes. Your company is the one responsable for employees within thier land boundaries. The company gets a very large fine if they let you smoke inside, so they cover thier back by getting you to smoke outside of thier boundary.
Also it's in thier interests to make it difficult for you to smoke, the more time you spend outside having a cigarrette the less time you are at your desk working.

If the land belongs to your employer, they have the right to tell you how you can use their property. Your employer can tell you that you cannot smoke on their property, even outside, as the land belongs to them.

Most companies have a policy about employees standing outside their front door smoking. It looks bad you see, and nobody want to come near them, never mind ender the building.

In my state, they do. People cannot even smoke in their cars at some hospitals and clinics.
