sounds like you have a copied version of your Windows operating system installed on it. Report the person who sold it to you to Microsoft's anti piracy team. You can phone any microsoft or search the web for their number

First of all, doesn't the question page suggest that you check your spelling before posting a question? Also, periods. It's good advice.

What are you referring to by "this"? When is "this" telling you that you need a PIN? ("pin" = personal identification number, right?)

Oh. Are you talking about Windows? Windows wants you to enter a real Product Key so you can download things under Genuine Advantage? I suggest getting a real Product Key.

If you did purchase your copy of Windows from a proper reseller, it's possible somebody already used the exact same Product Key you bought by sequencing it with a random Product Key generator, so you'll have to call Microsoft and tell them that. They'll sort it out.

Unfortunately that message doesn't always mean it is pirated or illegal windows. If someone loaded windows and never activated it over a certian period of time, then it is black listed by microsoft as illegal windows.

If you can boot up to windows, download Belarc Advisor and run the program. It will open your browser and show you information about your computer, even windows key codes.

It is loaded with an illegal operating system, you need to buy a legal copy. The person you bought it from could be in serious trouble for selling it like this.
