Brake clean, 120 grade sand paper to get the rust off, make sure they're not warped or swollen from sitting out and the should be fine.

Clean the rust off with Brakekleen (brand name) or carb clean and they should be fine. Brakes get wet anyway (driving in rain, etc.).

Brake-clean but *(never)* carb clean. Oil and harsh solvents in carb clean will attack the binders that keep pad particles together.

They should be fine. If you wanted to you can grab a wire brush and clean them up a bit.
