I'm asking in multiple catagories as this is bad, we have a swamp cooler and I never have used one in my life and my allergies have never been this bad, my husband uses these straw like filters and they looked covered in mold or black goo when he changed them just now, he says they are better than foam ones, which is best? I cant seem to find info on the web about this, and i know swamp coolers are called something else besides too, what are they called?

No, you need air conditioning, not evaporate air cooling. The pollen is not effectively stopped by the "wood shavings" also called excelsior. The foam does tend to mold up a bit faster. The newer type evaporative coolers, high efficiency, use a fiber medium several inches thick that are probably the best of the three. Still you have stuff building up in the bottom of the pan as the summer progresses. I'm not going out on a limb to say that's mold, but it is skanky.

You should also get the air vents cleaned yearly as the moisture can cause problems there too.

Maybe you can encourage hubby to change the filters every month......that would help.

Also with evaporative coolers, you need to keep windows slightly open so air can leave.....you are dumping in all that moist, cool area, something has to escape to make the system work. Open windows also allow in more pollen.

For someone with severe allergies or even asthma, they'd do best with air conditioning along with some type of HVAC system to cleanse the air.

the name is evaportive pads, if you have a lot of trees this doesn't help. when high humidity is present the cooler doesn't cool. the switch should have an option to run water or run fan only. clean the basin out of any mold or debris. if you get a musty smell pour vinger in basin this will remove smell. winter drain all water out, cover unit with a cover or trash bag.
