Because Halliburton is a product of neocon thinking, which essentially sees our troops as nothing more than tools to be used in order to advance their agenda.
Look no further than the fact that the administration proposed cutting VA funding by 50% last year and refuses to sign into law any bill that restores full education benefits to veterans.
They expect soldiers to fight and give their lives for them, but their basic welfare is nothing to be too concerned about.

I think the food over there is very good. The troops are just now starting to get strained to the point of complaining to the media. Its because of the high food quality that they have lasted as long as they have. If they had to eat C-rations for 15 months with todays political climate there would be the biggest website ever erected by service men and women about getting out of there.

Rolling Stone is a reliable news source in and of itself? Have you checked a more right leaning source to confirm the story is true? It is a always good to get several viewpoints before accepting something as fact. Consider Rolling Stone's subscription base, do you think they have a bias?

Probably because it was cost-effective.
It seems $$$ is always the bottom line.
Insurance companies are willing to allow American citizens to die (even children) if it's cost-effective, why should this be any different!?!?!
Capitalism.....ain't it great!
conranger 1: Rolling stone magazine has always been a very respected journalistic presence. I suppose you feel if it isn't from FOX it isn't true.
*EDIT*: How about this source from the United States GOVERNMENT!!!!!!!!

Why did one of my former bosses give his employees turkeys for a Christmas bonus that were a year past their dates? (Yes, he really did, and no, I don't think it was malicious.)

And you believe that. It is written by a bunch of stoned and moronic entertainment jockies. Might have better luck reading a real news magazine.

They should have served Jello pudding. It never expires. Don't let the rubbery chocolate layer on the top fool you.
