I'm going to assume you have worked on a vehicle, it wasn't picked up, and the official owner is some company in another state.

The laws of your state prevail since it was brought to you there. Follow whatever those are. Generally it seems universal that you notify the registered and legal owner by certified mail that you have the car, and have a lien against it in the amount of whatever the bill is, and that you will sell it unless they pick it up within (the number of days your state sets) days.

You need to file at the County Courthouse that the shop is located in.

Or hire a lawyer.
