NO! giving bathes to hamster can kill the poor thing! They can die from chills.
Hamsters clean themselves naturally, however, you can buy bathing sand for your hamster. Basically you get a little tub,and put the sand in it, when your hamster feels like it, it will go and 'bathe' itself there.

No!!! Don't put hamsters in water! They are not meant to get wet, my cousin who is 7 once put her hamster in a sink full of water to "bathe" it. The hamster went into shock and almost died. They are very fragile and though look like rats and mice do not share their ability to swim.
Hamsters should be able to maintain their hygiene themselves. However, if you want you can purchase chinchilla sand which the hamster can "bathe" in and will make its coat very soft and shiny.
You can also gently wipe your hamster with a damp washclothe although I don't recomend this unless there is a particular mess on your hamster, ex. blood
About the scratching, is he scratching just every once in a while, or is it constant?
If he is scratching constantly he may have mites. You can purchase anti-mite spray at a pet store, or bring him to a vet where they will check for mites and give you the spray if needed.

He will bath himself. Rodents like your hamster don't do well in water. They can't swim so they will freak out. You don't want to give your hamster bad memories on his first day with you or he will never like you!
I'm sure there is nothing wrong with his body. He just has an itch. But if it persists and you're really worried you might want to call a vet, or if you got him from an animal store call them to ask them about it.

You can give it a bath, but not a real bath! You need to buy chinchilla dust, once youve bought it, poor the dust into a jar and let the hamsters role around in it. :)

No, I am sorry, but, you can't. Shampoos are too hard on a hamster's coat. Plus, hamsters clean themselves! I would recommend that you check out your hamster. Make sure that he/she doesn't have any mites, ticks, fleas. If you see anything usual, take him/her to the vet asap! You don't want your hamster to suffer, and/or to spread these little guys!
