Yes Sylvane Lake is in Millsberry.com. You can find the lake downtown and click on the billboard when it flashes about the lake.
If you go at certain times of the day, Sylvie will be there in the lake and give you a gift. This happens 3 times a day and it's completely random. Hope this helped!

It seems to be a game site for kids in some place West Ridge.
Probably for kids 12 & younger.
