No one knows. Maps have been around longer than the written word.
It's like asking who built the first house, or who invented the wheel.

Maps have been around for a long time, 10,000 years or more. The earliest known map is a wall painting of a city in Turkey that has been dated to the 7th millenium BCE (Before the Common Era). The first real geographic maps were made by a Chinese Prince by the name of Liu An who lived from 179 BC to 122 BC during the first half of the Han Dynasty. More than likely he was not the ony one making maps but he seems to get most of the credit. Minoans have made maps dating back to at least 1600 BCE and Polynesians made woven star maps to navigate the South Pacific. Now consider that the flying dance that a bee performs when showing others in the hive the direction and distance of a pollen source, the first map makers were the bees which have been around since the Cretaceous period and that was 145 million years ago!

Ptolemy from classical times made a map of the known world. It mainly consisted of the Roman Empire. The unknown world was described as 'Terra Incognita' - Latin.
The 'Mappa Mundi' - World Map, is an historical artifact in Hereford Cathedral, England. It is from medieval times.
Mercator, a Dutch geographer of the 17th Century, drew a world map. A map projection is named after him, and will see reference to Mercator's Projection in various Atlases.

probably a cave man. i'm sure he picked up a stick and drew the pathway to water in it so that another cave man could see it.
also, bees do "dances" which are visual maps to flowers.
