If the pups are dying or doing poorly the mother may be disposing of them by instinct, rather than letting them be killed by a predator.
Also, some very nervous females dogs can sometimes get excited and during birth and while eating the placentas, end up eating the pups too.
If you had a dog like this you would want to spay her as that is NOT a trait you want to reproduce.

a dog knows that this puppy will not survive and it will take care of having the puppy from going through a horrible death.
The dog is making sure the puppy will die before going through torment.
she has a natural intstinct on things like this.
trust her natural intstincts.
I tried saving one of my dogs litters and she would not give up until I let her do away with it.
