Yes. water is essential to life, the less water the less life. I would guess Antarctica is the only biome less productive than some deserts. They is why we consider water to be the key to finding life on mars.

Depends on what sort of productivity you are talking about. There is a suprising amount of life in all but the most extreme deserts. But if compared to a rainforest biome, then yes, the desert productivity is very low.
