This answer depends upon you sociological perspective, Functionalists argue the norms and values are passed down through society by tradition etc, Marxists argue it is the elite and thier mass media machinary, whilst Symbolic Interactionalists argue it is a negotiated set of ideas. Personally, I think Hamlet said it best: "Nothing is good or bad, only thinking makes it so."

Norms and values in society are all shared and these are in between laws and opinions as to what is acceptable in a social group. Some people do not agree where these originate but in sociology we usually generalise to say that in society there are shared ideas within a social group. These ideas being passed from generation to generation and culture to culture. Also all cultures and religions also have their own belief system so this question can be a tough one to answer especially in a multicultural society.

Each person forms their own judgments for themselves; the socially acceptable and unacceptable are a sort of consensus of those individual opinions.
I say sort of, as there is no true consensus on most things, but there's broad agreement among most people on most things.
These things shift over time.
Then there's the expert (who is accepted only if, well, widely accepted), such as Miss Manners.
If most people agree that Miss Manners is the ultimate judge, then she is, untill most people agree she isn't.
Thus, whether there's an arbiter or not, it's really up to us all, collectively.

It's usually groups. Namely trendsetters. You ever notice that in school if you had different clothes or items people mistreated others for it. You are not acceptable socially if you are not cool.
