Being a Libran myself, I'm going to have to say Libra is the sweetest...but here's why.
Librans are the posterchild of the zodiac for manners and politeness. Being ruled by venus, they're very refined. Rarely--if ever--will you find a rude Libran.
However, while Librans may be caring, the award for most empathetic would have to go to Pisces. This is THE sign of self-sacrifice and compassion, and Pisceans are always willing to lend an ear. They can be just as refined as Librans, too. They have a kind of compassion that is simply unmatched, even by the Crab. Cancer is certainly a close second, by she's more home and family oriented. Pisces will do anything for anyone.

It totally depends on who you are in relation TO these people
With people who are in Cancer --- they are the absolute best at the "family" thing and it spills over into their friendships as well !! With Pisces, they have a tendency to be outrageously overt in accepting strangers into the fold and somewhat more demanding of the people that are in the closest !!
