Is a human resources department likely to ask for confirmation from an examining board or more likely to accept the certificates that are provided by the prospective employee?

I believe that if a prospective employer requested this information from an examining board without the signed and dated permission of the prospective employee then it may be unlawful under the Data Protection Act?

Employers are entitled to verify the information that YOU provided them. They don't need to get the verification from you but can go directly to the source.

The fact that you provided the information is enough "permission" for them to verify that information by whatever means they choose.

yeah thats what i was thinking too...they can accept the certificates from the employee,but if they have any concern reguarding the authenticity of those certificates then yes they can request conformation from the examining board...but like you said i think they have to have the prmission from the employee to get that info from the board...you should call a lawyer or attorney and ask for a consultation which should be free
