This is something that will be discussed and disputed over forever. Some would say Bill Tilden, some would say Rod Laver, obviously there is Pete Sampras, and then Roger Federer is still in good shape and good form, and most think it's only a matter of time before he breaks the all time grand slam record that Sampras holds. I think that it's Federer, but that's also the era I live in, I wasn't alive to see Tilden with hit his huge flat serve, and his flat groundstrokes, I was too young to see Laver dominate the game with his all court pressence, I did see Sampras, and I thought he was the greatest player to ever hold a racquet, but then I watch Federer, and the decision is easy.

Early years, it was Tilden and then Rod Laver.
Sampras is still the king and he dominated to an extent.
But the way Federer is playing it will be very soon that he will
take over Sampras. It is almost impossible to beat Federer
and Roddick knew it yesterday. Djokovic was the last player
to beat him in Montreal, just because he played really really
well. The way I look at Federer is, he will have to beat himself
to loose. He has a total domination of the game and much
more than Sampras.
