Neither one of them wrote the song. Beyonce hired some people to write it for her, then she asked Shakira to join her in singing it.
I have to point out, though - normally, Shakira writes ALL of her own songs. 99% of her songs just have her and her band mates listed as writers. The only song she didn't write was "Eyes Like Yours," when she first crossed over into English. Gloria Estefan translated that for her, but Shakira wrote the original version in Spanish.

its k no longer unhealthy! ^_^ it appears like beyonce is making an attempt to bounce like shakira in that video... i really like Beyonce's voice than Shakira however Shakira can dance larger than Beyonce...

i think they could have wrote it and did their own things
because shakira and beyonce are both independent women.
And i remember shakira saying in an interview that she does literally everything herself(makeup, choreography, etc) because she likes to be the captain of her own ship :)

I somehow doubt that either of them actually write their own songs. I'm willing to admit I could be wrong here, but I'm pretty sure I'm not.
