The way I would do it is to change $24 to cents, because the questions is asking about a penny, not a dollar. How many cents are in $24?
Then take 641 million and divide it by the number of cents in $24, and that'll give you the answer.

There are 100 cents in a dollar, so 24 dollars is equal to 2400 cents. So the entire area of 641000000 sqf was sold for 2400 cents. How much could land could you buy for a cent? Divide the sold area with the purchase price.
