First thing, Bicycles have gone through technological developments. That's why we remove the pedal and fix a motor to make it faster and easier to travel.

Assume you are holding an umbrella in rain . Would you ever think "How can i develop this umbrella to go without getting wetting me ?". I don't think so. We only think "how can we go without getting wet" using some other way.

The main reason is you can change the bicycle as you want because it is a technological thing. But you can't change rain because its natural thing.

Just check out the Tour De France. Bicycles raced in the Tour De France are designed to be aerodynamic, lightweight, sturdy, and ergonomic. They have efficient derailleurs that transfer and multiply pedal power. Though it doesn't look like it bicycles are more complex than they were in 1880s when penny farthings were rolling about.

It would be kind of like re-inventing the wheel. While there have been some improvements on these items the basic function remains the same. Cell phone function has changed to include new purpose such as photography, media and web access. So evolution of items comes down to function and purpose.

Because they're pretty much good at what they do right now. Electronics (and such) change with time to make them better and faster. Bikes and umbrellas are 2 ideas that can't be improved upon much.

The bike has changed. Its made with sturdier alloys and better tires than it once was.

The umbrella has changed. Its made with sturdier materials like metal instead of things like wood.

They do. My umbrella today has flaps that let the air through so that it doesn't turn inside out. It has a velcro strap to hold it shut. It has a button to automatically open and close it.
