Hi..
SOLUTION I

To make the effect you wish, you should do it on another layer in order to keep the orjinal clean like DON said..

Then This layer should be in COLOR mode so it will just effect the layer below with its colors..

You can find this COLOR mode in PULLDOWN menu at the top of layers TOOLBOX.

If you first create the layer and turn its mode to COLOR and try to paint ; you will see the effect very clearly.. The try other modes.. They are creating very exciting effects...

For each color you paint , Create a new layer with COLOR mode so you can easilyy edit this colors...

If you really want to color the photo without creating layers , you may use brush tool in COLOR mode...It appears at the top Tool preferences panel when you select the BRUSH TOOL....select >MODE to COLOR..

SOLUTION II

If you will paint something that you draw with hand and scanned with a scanner.. Something like a comic skethed and inked... So You can use the way in I. solution ... And very similiar other way is to make the color layers under the layer you put the drawing. and adjust the drawing layer's MODE to Multiply.... SO the sketched drawing will be over colors' layer and will make the black lines high level visible & while combined with other layers.. To understand this MODEs of layers ( If you don't know) try 2-3 example & you will see with this way you may have any effect you wish to have between layers...

I hope it helps... Bye..

No, not if you are using brushes.
You can create different layers and color a layer and then add the colored layer to the one that isn't, this will allow you to just color what you want.
But there is no feature that allows you to color and not over an outline.
