Who or what prevented concerned citizens from bringing
private boats to rescue people and pets ? The Governor ?
The Mayor ? Criminals ? FEMA? National Guard ?
Note in all other flooding situations, boats are immediately
plying the stricken areas. In Katrina, helicoptors were
rescuing people days after the event. Where were the boats ?

Are you kidding? Fish and wildlife dept had lots of boats searching for victims. Locals that still had access to their own boats were also searching. Many of the locals knew the area very well and did a fine job of rescuing victims. There may have been many boats that were destroyed, lost or sank in the storm. Many other boat owners may have been smart enough to get far away before the storm hit.
Can't believe that moron Ray got reelected mayor. When he was asked why he didn't have the available city transit buses and school buses evacuate the people, his reply was "where do we move the people to?". Duh, far inland, away from the storm, you idiot. N.O. reelected this POS, so I say not one more $ of taxpayer $. It's been long enough, they've had time to relocate, get a job and get on with life.
Get down off the cross and use the wood to build a bridge and get over it.

Because most of the fleet of boats in the New Orleans area were SUNK... they were UNDERWATER... just look at some of the photos.

The rubber rafts, like Avons, were vulnerable to being punctured by all the nails and debris in the water. Those that did get out on the streets, were pretty soon useless from all the punctures.

Since you seem to know so much about this, I assume you were THERE and saw all this in person and are just complaining about the lack of boats... if you were NOT there then you really don't know what your are talking about.

There were rescue boats, both official and private, and they did rescue people.
But the massive number of people stranded by floodwater overwhelmed the number of available boats. That's why it took so long to get everybody to safety.

There has always been the right of passage issue between the people and those who place a claim to a job. Insurance coverage and training.A very big issue that needs talked over.

Because unlike every other state in the gulf area, Louisiana didn't have an disaster plan. And, just to think .. the citizens have reelected "Shool Bus" Nagin.
