When a surprise becomes a decision, then it usually means we have a problem.
I noticed that this only happens when we both stop connecting, and don't really know what is going on in each other's lives.
One of us thinks it is a pleasant surprise to the other. But because we are so out of touch with each other, the pleasant surprise isn't really that pleasant to the recipient.
And then it becomes just a decision that the recipient has to deal with it.

One can make surprising decisions or one can be surprised at a decision. Those two aren't contradicting so I don't see the logic of your question.

If the person being surprised does not want to do it, and this was rather clear beforehand (the suprisee should have been fully aware) then it is a decision.

Everything is a decision of some sort. The trick is to talk to your partner and come to an agreement on what decisions you can make by yourself, and which ones they would like discussed with them.
In our relationship, my husband and I, never spend over $100 without discussing it. Any change that is going to affect the the other one must be discussed.

if you want to do a surprise by heart, you shouldn't think of any other stuffs but just to make the surprise, absolutely surprising.... who cares on money, who cares on the population around, who cares on the sacrifices......... as long as you do it by heart, you shouldn't doubt......
