That's a OLD old saying.....as in "Yeah, I'll buy you a Mercedes-Benz...when pigs fly!" Such as impossible things are just that: impossible.
One of my favorite examples is one of the Bush Bean campaigns...Duke the Dog who is forever selling the Secret Recipe is on the roof with a pig in wings on a wire, saying, "Just buzz the house".

That's neither a laugh nor a pork. That's definitely just a proverb means something won't happen anyway.
