Japan is a relatively small country with limited natural resources. They wanted to become a world power, but needed things like iron, petroleum, etc. They decided they would have to conquer their neighbors to obtain these things. Knowing the U.S. would come to the aid of these smaller nations, Japan found it necessary to strike a blow to America's Pacific fleet to cripple any naval measures she would take against the Rising Sun. Admiral Yamamoto was charged with planning this attack. As a former naval attache in Washington, he had a feeling this wouldn't work in the long run, but this was the best thing he could come up with. On the day of the Pearl Harbor attack, he was known to have said "We have awakened a sleeping giant"--referring to America's wealth and industrial potential at that time. There is, of course, more to the story. Go do some reading.
