no cause he's already played for england u are not allowed to choose another country once u played for 1 country

No he can't. He has played as an adult for a National squad. He can not change.

Deko never played for Brazil.

He could if he ever gave became a US citizen by why would he want to? He's at 97 caps for England and he wants to get to 100. The big question is whomever the manager is of England down the road going to let him?

No, because he has already been capped (has played) for the England (senior) national team. Being capped with the u-21s however, one player who has dual or multiple nationalities can still opt to choose for which country to play for in senior level.

A prime example is Freddy Adu. He's Ghanian and American, but chose to play for the US and was subsequently capped for the US senior team, hence he cannot play for Ghana anymore.
