In case of natural disasters, i.e. earthquakes..or things not so natural, like power outages, they have them as protective measures

They may close for the holidays, they may close in the event of a natural disaster. I used to work in a hotel, and we would lock the doors at night for safety reasons. There are all sorts of things that can occur that would necessitate the closing of a store that is normally open 24/7.

Farcry isn't to off the mark actually. They magic handbook says that encase of emergency IE... riots, hurricanes, floods, robbery (seems a bit late to me on that one), fear of eminent danger that the doors may be locked at such times.
