Freedom.
With Democracy, the will of the majority of people are held, which leaves the minority groups at their mercy.
However, if everyone is free, then all groups are adequately represented.

They are too tightly coupled. You can't separte the. True democracy cannot exits without freedom. Freedom is an eliminate that defines true democracy. They are not the same thing, but without democracy a country does not have freedom, and without freedom a country is not going to have democracy.
With regard to no individuals having freedom in a democarcy becuase the majority rules. The founding fathers adresed this diretly. it is one reason we have three brancs of govenment a consitiuion that includes the bill of rights, and teh Supreme court to guard against the majority from taking these rights away from the individual. The foundng fathers called this tendacy the tyranny of the majority, and they gaurded against it. A free press is another check against this sort of thing..

Freedom is for the individual. There is no "real" freedom in a democracy because the majority will always over rule the minority. We will never see true freedom no matter how important we think it is. Democracy is perhaps the lesser of the evils, I guess. At least then we have some freedoms.

"Pick and choose" not only applies to elections on all levels, but our rights as citizens.
