Time does not exist, therefore it can never go at any speed.
Time is a concept created by humans to standardize, predict, and understand how matter changes.
And that is it. If a person feels like time is moving faster it is just a figment of their imagination. Some examples may be excitedness, hypertension, or just being extremely busy all the time.
But time itself never changes, one second will always be one second, and although we use this concept, time does not actually exist, and therefore never changes.
Its like saying 10. You can never have 10. You can have 10 "things", but never 10. Therefore, 10 does not exist, and 10 never changes. The "things" however do change (whatever they may be), including peoples minds as they feel time going by faster as they age.

Time is nothing more than an interval between events. If you are being tortured a clock on the wall moves at the same same rate but to you, times seems to have slowed down mercilessly. Time does not move, it merely tracks events.

It's a matter of your age.
We all judge time intervals by the amount of time we have lived.
To four year old a month is an eternity.
By the time you reach 55 a week seems no longer than two days and a year like a month.

because you're getting older. The the universal relative speed of time coefficient function is:
f(a)=C(2^A)/p
where a is your age in years and C = the speed of light in meters/second and p = planks constant in meters (to convert our units seconds). f is the speed at which time passes for that year.
In generic terms, this simply states that every year of your life lasts only half as long as the year before it. I don't think anyone will argue with that.

The pulse of time always remains the same.
It is your perception of time that changes
As you get older time seems to fly, also if they put you on a torture wrack a second seems an eternity.
