There are 3 types of equilibrium: stable, unstable and neutral. In stable equilibrium, a small displacement from the eq. point will result in motion back toward the eq. point. In unstable equilibrium, the same displacement will result in further motion away from the eq. point. In neutral equilibrium, the same displacement will result in no motion. These states are often illustrated by a cone. Set on its base the cone is stable; balanced on its tip it is unstable, and lying on its side it is neutrally stable.
