Where can I find a cheap way of getting license plates from other states?

My younger brother is starting a collection of license plates from all the 50 states and I want to help him to get all of them....

Try putting ads on Craigslist in all the states that you want. There are some other sights that only have free stuff on them. I can't remember their name at the moment but they are out there.
