Yes, you can be traced.
But, without a warrant they can only locate the city where your ISP resides. Your ISP is your, Internet Service Provider, Comcast, AOL, etc.

If you just got into a chat argument and someone is saying that they can find out where you live, that's BS. If you are experiencing hacking or stalker problems consider downloading a program like JAP, then use a different proxy when you chat. It will slow things down a little, but it makes tracking you impossible. There are plenty of anonymizer programs out there, but JAP uses JAVA so you can still log into Yahoo and all your favorite sites. The only downside is the better proxies have to be paid for and the fees can add up.

A couple of the answer I read, already posted, are close. However, if somone wanted to track you and they have the knowledge and software, they could eventually locate you.
HOW?
Each time you log on, your ISP assigns an IP address. Not all providers are the same, which increases your risk. There are 2 types of address they can assign, a Static IP address, which does not change and a Dynamic IP address, which changes frequently.
Hackers look for patterns. Every time you are online, they can use readily available programs to scan the IP addresses used by your ISP. Everytime you send information your computer sends information that identifies your computer as the sender so that the computer you are trying to communicate with will know the information is coming from you. This is where and why we use encryption software in the first place. The other computer does the same thing as it answers you. The hacker is looking at the times each message is sent and received to narrow down the ports that have action on them at the same time. Then they begin to listen to (Sniff) traffic on those ports, while watching the IP address. It takes time, the more frequently you are online combined to a degree with the amount of time you spend online during any particular session aids the hacker in finding you.
I have left out some key technical information on purpose and only given you a general description of the process you have asked about.
Newer technologies are evolving to address these security issues. Software continues to evolve to do the same thing. For a very, very long time, ICQ was one of the very worst, most easy to hack services out there. In my opinion, it still is. You may decide for yourself if ICQ chat is sufficiently secure; I strongly suggest doing online searches for articles that have addressed ICQ security problems.
Like I said, this is just a general overview. What ever you decide keep in mind that nothing on the internet is SAFE, PERIOD.
Every computer can be tracked, in more ways than you know. One of the more publicly known is that each computer chip has a unique ID that can not be turned off or masked, by law. Only people who have a vested interest in cloaking thier activites would really worry about this, and there a untold numbers of them.

They can get the IP n from that ur ISP..But the ISP wont give out ur address for security reasons...They wil do so only for Government n other security agencies...
If they are hackers, they can do something to ur PC..So beware n stop chatting wit them..

When you connect to the internet you are assigned an IP, Certain ranges belong to different ISP's - So they can probably find out what City your in, but I don't think they are going to get any furthur, unless thet talk you your ISP and request your user name, and thus get your address from them

OMG~ What a great question! returned interior the days previously CDs and their undemanding 'one touch' forwarding to the subsequent music.... there have been some albums that I basically could not stand a music that grew to become into actual interior the middle! yet to hold it into the twenty first Century.... purple warm Chili Peppers ~ Californication Why oh why is that clanging music, "Get on good" actual after the main captivating, heartfelt, unhappy songs, "Scar tissue" and "Otherside"?????
