If you're referring to a sports team - such as the Boston Celtics - it's "seltick". Not sure where they got the "soft C" pronunciation from.
If you're referring to the culture, language, people, artwork, or just about any other use, it's "keltick", taken from the Greek name for the aforementioned people, "keltoi".

It depends on who you are talking about when you use the word. If it is the basketball team, then it is the seltiks. If it is the knot, it is keltik.

I believe it's "keltic." At least from my stay in England and reading Celtic Mythology.
Of course, according to this dictionary, it's either:
http://mw1.merriam-webster.com/dictionary
and this one too:
http://www.askoxford.com/results/?view=dev_dict&field-12668446=Celtic&branch=13842570&textsearchtype=exact&sortorder=score%2Cname
so maybe it's like tomato, aunt, envelope and either...

If you are referring to the European people from history, its a hard C - keltic.
If it is the Scottish football team - seltic.
