Hi you need to be patient.
Nail varnish remover will work but it takes several attempts and much work.
You need to start by soaking the area in NVR both sides, work the area with your fingers until the NV becomes active again.
Then use a piece of kitchen roll to remove what you can.
Then same again and keep doing it until eventually you will get it out.
My gf did the same and it worked but took nearly a whole bottle of NVR and lots of time but it will do it.
If you can and the area covered isnt too big you can also get some kind of container with an airtight or liquid tight lid and put the NVR in it and the close it over the area the pot one side the lid the other.
The make sure the area concerned is always coated with the NVR this will also take time and effort but it may well loosen the NV much more efficiently.

The solvents in nail polish remover are not good to breath in high concentrations, but you can definitely smell them. And they evaporate quickly. If the odor is gone, I would expect it to be safe. However, you need to be extra-cautious with anything near where you sleep. When you are sleeping, you cannot be aware of effects you may be having due to exposure. Give the quilt plenty of extra time in a well ventilated place. I hope the colors are OK!
